
1. GOVERNING RULES

1.1. All basketball competition in the CIF-Central Section shall be conducted in accordance with the National Federation of State High School Athletic Association's Basketball Rules along with CIF-Central Section's Basketball Advisory Committee, and approved by the Board of Managers.
1.1.1. The CIF-Central Section Basketball Advisory Committee shall be composed of one representative from each league who shall be selected by their league president.
1.1.1.1 The Chairman of the Basketball Advisory Committee is appointed by the CIF-Central Section President.
2. GENERAL RULES
2.1 Players must at all times be under the supervision of a certificated/certified employee of the Board of Education.
2.2 Varsity teams only, will enter the playoffs. All other teams end their season with the last league game.
2.3 A team may play two games in one day provided the quarters are reduced to seven (7) minutes or less.
2.4 The first permissible date for playing game, is determined by the CIF-Central Section Board of Managers.
2.5 Ties for league championship are determined by league policy.
2.6 Awards at CIF sanctioned tournaments shall be given in accordance with current rules. (See Awards Chart in the Sports Regulations and Playoff Procedures).
2.7 All invitational tournaments must be sanctioned by CIF-Central Section.
2.8 All invitational tournaments must be conducted in accordance with all CIF-Central Section Rules and Regulations.
2.9 The maximum time to be played per quarter for each classification is eight (8) minutes for varsity, seven (7) minutes for junior varsity, frosh/soph., and frosh, and six (6) minutes for frosh/soph. reserves.
2.10 Out of Section games must be approved first by the League Commissioner.
2.11 The basketball advisory committee will meet once a year. (Adopted April 2001 Board of Managers).
3. ELIGIBILITY
3.1 All participants must satisfy the current State and Central Section CIF eligibility rules.
3.2 Ejections and appeals
First ejection
Any player or coach ejected from a contest or scrimmage for unsportsmanlike conduct will be ineligible for the next CIF contest. The next contest could be the second game of a doubleheader or even the next season of sport. Athletes competing in concurrent sports would be ineligible in both sports.
Second ejection
Any player or coach ejected from a contest or scrimmage for unsportsmanlike conduct will be ineligible for the next two CIF contests. The next contest could be the second game of a doubleheader or even the next season of sport. Athletes competing in concurrent sports would be ineligible in both sports.
Third ejection
Any player or coach ejected from a contest or scrimmage for unsportsmanlike conduct will be ineligible for the next 365 days. Any appeal must go to the Section Commissioner
APPEALS PROCEDURE- First and Second Ejection
Unless otherwise specified, an appeal of an ineligibility of a player or coach may be made, in writing, through the player or coach’s site administrator to the Central Section Commissioner or his or her designees for consideration of reinstatement. The Section Commissioner and or his or her designee will convey results to all schools involved. ( Approved by Board of Managers-Apr. 2004)
4. SEASON OF SPORT
4.1 The season of the sport of basketball is defined as that period which starts with the first interschool contest (practice game, interschool scrimmage, league game, etc.) and ends with the last regularly scheduled league game except for those qualifying for the payoff contests.
4.2 The last day to start organized team practice for interscholastic competition will be specified by Central Section.
4.3 No school shall hold interschool contests prior to date set by Central Section.
4.4 Each player must have individual practice time of ten days before participating in the first interschool scrimmage or game. (Exception): Waive the mandatory five (5) days of practice for winter athletes who are involved in the fall playoffs. (Basketball, soccer) (Wrestlers must have five (5) days practice). This is a State Rule.
4.5 Schools are limited to 20 games per season, per team.
4.5.1 Schools are limited to three invitational tournaments per season for each team classification, excluding playoff. A fourth Varsity tournament MAY be played every fourth year, if applied for through the Section Office.
4.5.2 An invitational tournament counts as two (2) games toward the total of 20.
4.5.3 The maximum number of games allowed per week is two (2) excluding tournaments.
4.5.4 There shall be no practice, scrimmage, contest or coach contact in any manner on December, 25 or January 1.
5. CLASSIFICATION
5.1 There are four team
classifications of basketball: Varsity, junior varsity, (9-11), frosh and
frosh/soph. reserves.
5.1.1 A player must play in his own or higher classification, but after playing
in a higher classification in a league game, a player may not move back down
into his own classification.
5.1.2 A player may not move up or down the same day that he plays a game in another classification.
6. OFFICIALS
6.1 The hiring, assignment and fee payment of game officials must comply with current CIF-Central Section regulations.
6.2 For divisional play, local unit officials will be used for game up to the semi-finals. Semi-final and final games will use a 3 person crew selected by the Officials Associations.
7. PLAYOFF PROCEDURES
7.1 General Information.
7.1.1 Each section is charged with the responsibility of determining playoff representatives to the Southern Regional and State Playoffs. The following have been approved by the Central Section Board of Managers:
7.1.1.1 A school choosing not to participate in playoffs would need to inform the Section Commissioner by the date set by Section Commissioner. The Basketball Advisory Committee will be responsible for checking with teams in their leagues prior to the declaration date.
7.1.1.2 The Basketball Advisory Chairman and the League and Section Commissioner will seed all teams in each Divisional Tournament. The Seeding Committee will meet in February. The Divisional Tournament will be seeded into 5 tournaments of 16 team brackets in both Boys and Girls. (Adopted April 2001 Board of Managers)
7.1.1.3 All contests will be played at the school site, if adequate, of the highest seeded team for each pairing.
7.1.2 The playoff for both boys and girls will be a five (5) divisional, single elimination tournament based on Section placement. In basketball, the quarterfinals and semifinal games shall be played at individual sites as assigned by the Seeding Committee. The higher placed team would retain the home court advantage in all divisions for playoffs, up to the finals. The home team would have to be able to provide in "appropriate site."
7.1.3 Tournament play shall consist of preliminaries, quarterfinals, semifinals, and finals. Tournament play will be single elimination with the winners progressing on the playoff bracket.
7.1.4 The 5 divisional playoff brackets are listed on page 4.
7.1.4.1 In the final contests of all divisions of schools, the finals will be held at Selland Arena in Fresno. ( Adopted by Board of Managers 2004).
7.1.4.2 In playoffs, play-off days will rotate between boys and girls on different nights. Recommended: Tuesday/Thursday and Wednesday/Friday, alternating every other year.
7.1.4.3 A one year suspension will be given for playoffs if a school does not notify the Section Commissioner that they will not participate in playoffs by the deadline set by the Section Commissioner. The one year suspension would take place the following year.
7.1.4.4 The following criteria will be used with 1 point being given to each category. The team who earns the most points against the other team will receive the higher seed. This criteria is to be used if there is a tie between two or more teams are being considered for a certain seed.( Approved, Board of Managers, Jan. 2008)

7.2 Site Selection and Rotation of Hosting Responsibilities
7.2.1 By Divisions:

The Divisions will be determined by the approved Section Divisional placement procedure.
7.2.2. The host school is to select and furnish the game ball. The ball must be the Spaulding Top-Flight 1000 Wide Seam .
7.2.3 The host is to furnish the score book and the scorekeeper, who should be an adult. His fee is to be charged to game expenses.
7.2.4 Financial statement forms will be issued by the Section Commissioner.
7.2.5 Host school management must save at least 1/3 of total tickets for visiting school.
7.3 Final Games
7.3.1 The final game site for divisions will be at Selland Arena in Fresno, with the highest remaining seeded team the Host team.
7.3.2 For quarterfinal and semifinal play, the host school will select and furnish an approved ball.
7.3.3 For the final game, the Section will furnish an approved ball.
7.4 Officials
7.4.1 Officials for playoffs in all sports shall be appointed by area basketball assigner for the various associations.
7.4.2 For both boy's and girl's games, quarterfinals, semifinals, and official's fees, are regular fee plus one-half. (Game Official's Fee Schedule in the Central Section Sports Regulations).

7.5 Awards
7.5.1 Appropriate CIF-Central Section plaques will be presented according to current Central Section Rules and Regulations.
7.6 Game Management: The host school is responsible for total game management; including crowd control, policing, supervision, ticket sales and admissions. Visiting participating schools are expected to assist with crowd control and student section supervision.
7.6.1 Tickets and Admission Prices

7.6.1.1 Cheerleaders and pep squad members are admitted free, provided they are dressed in their appropriate uniform.
7.6.1.2 A maximum number of 15 home pep-band members are allowed to play and will be admitted free, provided they have their instrument.
7.6.1.3 No electronic amplified instruments or artificial noise makers such as cowbells, whistles, air horns, horns, thunder sticks, etc., will be allowed.
7.6.2 Ticket Distribution:
7.6.2.1 The host school has the overall responsibility for ticket control and sales. Due to the short period of time between games and the distances between schools involved, host schools for the quarter and semifinals are encouraged to make arrangements with opponents so each school can sell their own tickets with the host responsible for the game financial statement.
7.6.2.2 Complimentary tickets and passes:
7.6.2.2.1. Eliminate all complimentary passes.
a. It is recommended that the visiting school make available to the host school, a list of authorized working personnel to be let into the game.
7.6.2.2.2 NO CIF, LEAGUE, OR SCHOOL PASS will be honored at playoff games. The only exceptions are the special Commissioner's yearly pass issued to them by the Section Commissioner, CIF Playoff Pass and CIF Lifetime Pass, or State Courtesy Card issued by the State CIF.
7.6.2.2.3 Only actual working press, assigned to a game will be admitted on press passes. News media person must contact host schools, in advance, for arrangements and permission.
7.7.3 Recognized Expenses
7.6.3.1 Financial statement forms will be forwarded to host schools and should be fully completed and returned to the Section Commissioner within thirty days after each playoff game. For first round, quarter and semifinal games, profits will be split three ways, 30% to each of the two schools and 40% to CIF-Central Section.
7.6.3.2 General allowable expense values are listed on the back of the financial form. They do not include officials.
7.6.3.3 The host school will furnish the scorebook and official scorekeeper, who should be an adult.
7.6.3.4 When game programs and concessions are provided, the administration, distribution, sales and other details are the responsibility of the host school and any profits are to be kept by the host school (not to be shared by CIF or other schools).
7.6.3.5 The host school should contact the news media for publicity and furnish them with all information.
7.6.3.6 Radio stations may obtain permission to broadcast any playoff basketball game, provided a fee of $100.00 is presented to Central Section Office prior to the game.
7.6.3.7 No permission shall be given for live television or video tape on the day of any playoff game. Permission may be given for television rerun on another day, providing a minimum fee of $100.00 for each game of the tournament to be shown, is paid to the Central Section Office prior to the tournament. This fee is to be included in the gross income.
7.6.3.8 In cases when news report type programs, (radio or television), presented after the game is played, wish to use short spot shots or play descriptions of the game, (not a full game play-by-play), the fee may be waived by mutual agreement of the participating schools and the Section Commissioner. The host school must be contacted prior to the game.
7.7 Miscellaneous
7.7.1 No game film expenses are authorized. Schools may film or video tape games in which its team plays and their own expense.
7.7.2 The teams designed as "home teams", will wear light colored uniforms and the visiting teams will wear dark colored uniforms. See National Federation Rule 3-4, Question 1.
