Swim/Dive Governing Rules

1. GOVERNING RULES (Revised 6/07)

1.1 All swimming competition in the CIF Central Section shall be conducted in accordance with the current National Federation Rule Book, except as modified by the State and Central Section.

1.1.1 The CIF Central Section Swimming Committee shall be composed of one representative from each league who shall be selected by their president. The chairman of the Swimming Advisory Committee is appointed by the CIF Central Section President.

2. GENERAL RULES

2.1 CIF Central Section schools shall qualify contestants to Section as follows:

2.1.1 Swimming

2.1.1.1 Swimmers shall qualify through times procedure. (Refer to 7.1.8).

2.1.2 Diving

2.1.2.1 Divers shall qualify through their respective area meets.

2.2  Entry fees for all Meets must be in accordance with current rules. (See Awards Chart).

2.3  Medals and other individual awards shall be given in accordance with CIF Central Section Rules. (See Awards Chart).

2.4  All Invitational Meets must be sanctioned by the CIF Central Section Commissioner and must be conducted in accordance with all CIF Central Section Rules and   Regulations.

2.5 All contestants who are not participating in a particular event and all coaches, shall remain in the areas assigned to their team and shall not, under any circumstances, approach the side or ends of the pool in order to give advice, counsel or encouragement to the competitors.

2.5.1 Uniforms: See Rule 3, Section 3, Article 1.

2.6 Contestants

2.6.1 In Championship Meets and other Multiple Meets, a competitor officially becomes a participant in an individual event when the official entry card or form bearing the name of the event, swimmer’s first and last name, school name and submitted time or no time if none exists, is delivered to the meet manager at designated time and place.

2.6.2 In Swimming Meets, a JV swimmer entered in a varsity event shall be ineligible for all JV events in that particular meet.

2.7 Pool Rules for Championship Meets.

2.7.1 See National Federation Rule Book.

2.7.2 A 15 minute break must be allowed after the boy’s 50 freestyle in heats and finals at the Section Championship meet and there will be a 10 minute break following the Boys breast stroke

2.8 Records

2.8.1 All provisions of the CIF rules shall govern the application for recognition of records. Certification shall be made in accordance with the National Federation Rule Book. (No record will be allowed unless the distance is measured and certified by the referee).

2.9 Official Order of Events for Dual and League Championship Meets: For the CIF Central Section Championship Meet, eliminate JV/Frosh teams.

3. ELIGIBILITY

3.1 Refer to CIF Central Section by-Laws.

4. SEASON OF SPORT

4.1 Boys and girls seasons of sports run currently.

4.2 The season of sport of swimming is defined as that period which starts with the first interschool contest (interschool match, league contest, etc.) and ends with the last regularly scheduled league contest except for those qualifying for the playoff contests.

4.3 The last day to start organized team practice for interscholastic competition will be specified by CIF Central Section By-Laws.

4.4. There shall be no interschool contest held until after 5 calendar days, excluding Sundays, have elapsed since the last regularly scheduled winter sport. (Contests may be held on the 6th calendar day, excluding Sundays, (see CIF By-Laws).

Exception: An athlete who completes the prior sport season may waive the mandatory 5 days of practice for Swimming/Diving.

4.5 There must be 10 days of team practice prior to the first meet. Each athlete must have had ten days of practice prior to the first meet. (See Exception" above).

4.6 One scrimmage may be held after a team has had 10 calendar days of practice, excluding Sundays. A scrimmage is practice with other teams. No scores or team standings are kept and no paid officials are used.

4.7 A school shall be limited to a maximum of 13 contests per season, (dual, triangular or invitational (s), excluding playoffs.

4.7.1 An invitational meet shall count as two contest if there are prelim's and finals.

4.7.1.1 Qualifying Meets: Meet management sets up qualifying standards which must be approved by the Area Commissioner and the Swim Committee Chairperson. Each participant competes in his/her event only during the meet (finals only, no heats). The meet does not count toward the season total.

4.7.1.2 Relay Meets in which a competitor is limited to not more than 4 events shall be counted a single meet.

4.7.1.3 Invitational Meets that are based on qualifying times shall count as a single meet.  There shall be a maximum of 3 Invitational Meets.

4.7.1.4 Invitational Meets which limit a competitor is limited to not more than four events, no more than two of which may be individual events, with no heats, shall be considered a single meet.

4.7.2 The maximum number of contests allowed per week is two, not including invitational meets.

5. CLASSIFICATION

5.1 Swimming - Two classes of events:

5.1.1 Varsity

5.1.2 Competition other than varsity shall end with League Meets.

6. OFFICIALS                                                                  

6.1 The number of officials and their duties are described in the National Federation Swimming Rule Book.

6.2 Fees must comply with the CIF Central Section Regulations.

7. CIF CENTRAL SECTION CHAMPIONSHIP FINALS

7.1 Qualifying Procedures for Swimming Championship Finals.

    The will be one (1) Section Championship meet and one (1) Division Championship meet. Teams with over 1500 in CBEDs and have scored a combined boys and girls total of 100 points in the last three Section Championships will be Division 1. Schools of less than 1500 students or have scored fewer than 100 points over the last three years, qualify for the Divisional Championship.

7.1.1 All CIF Central Section sanctioned Dual, League and Invitational Meet times will be allowed.  Times submitted must have been done during the current H.S. season in a sanctioned H.S. meet.

7.1.2 Three timers must be used on each lane in order for the time to be valid.  If Electronic Timing Systems are used, the times submitted are valid.

7.1.3   When times are submitted  they must be verified by the coach...printed meet results should be available.

7.1.4 Swimmers may not qualify in any competition designated as a time trial. This means that swimmers not entered in any event may not fill the lanes in order to swim for a qualifying time.

7.1.5   The coach will submit only the fastest qualifying times established during the season by each individual or relay team.  

7.1.6 After the League Meets, ENTRIES will be submitted by the coach directly to the school hosting the CIF Championship BY THE DEADLINE. 

7.1.7 Host school will seed all entries. All entries must be received by a designated deadline. Late entries may, at the discretion of the host school, be forwarded to the CIF Swim Committee for final acceptance or denial.

7.1.8 Automatic and consideration time standard procedures.

a.   After seeding has taken place for the CIF Central Section Championship Final Meet, should more than 32 swimmers qualify under the time standard, then the 32nd time is used as the new standard for the following year. If for two consecutive years, fewer than 32 swimmers have been able to achieve the existing automatic qualifying time standard, then the slowest consideration time standard for the event shall become the automatic qualifying time standard for the following year.

b. The Swimming Advisory Committee shall meet to determine the automatic and consideration standards for the coming year after the CIF Central Section Championship Finals Seeding Meeting.

c. The Swimming Advisory Committee shall be allowed to lower the qualifying time (below the accepted automatic times), the entries into the CIF Central Section Championship Finals for any particular year if not enough (fewer than 32 swimmers) meet the required automatic times specified.

d. The Swimming Advisory Committee will add time to each event to insure 32 swimmers per event for the CIF Central Section Championship Finals. The Swimming Advisory Committee will use the following formula:

FORMULA FOR SETTING CONSIDERATION TIMES

One second for:  50 Yard Free

Two seconds for: 100 Fly; 100 Free; 100 Back; 100 Breast

Three seconds for :  200 Free; 200 Medley Relay; 200 Free Relay

Four seconds for:  200 IM

Five seconds for:  400 Free Relay

Six seconds for: 500 Free

NOTE: If for two consecutive years fewer than 32 swimmers have been able to achieve the existing automatic qualifying time standard, then the 32nd qualifying time or the event shall become the automatic qualifying time standard for the following year. Swimmers who wish to qualify for the CIF Central Section Swimming Preliminary Meet must have equaled or bettered the above time standards in any dual, invitational or CIF Sanctioned Swim Meet during the current season. Updated standards will be mailed out to all coaches and league representatives by the Swimming Advisory Chairperson each year.

e.    When the meet is seeded electronically, a "web-posting" will be available by Monday so that coaches can verify their entries in the Central Section Championships.

f. Each school shall be permitted a maximum of four entries in an individual event and one team in relay. 

g.    When the meet entries are done electronically, a swimmer becomes an "official entry" on the schools Master Entry Form; indicating the event, swimmer's first and last name, year in school, school name, and submitted time.

h. Relay alternates are to be listed on the Master entry Form.

i. All swimmers entry cards submitted with consideration times must be listed on the Master Entry Sheet.  When submitting entries electronically, all swimmers with either Automatic or Consideration Times; plus, relay alternates are to be listed on the Master Entry Form.

j. It shall be the responsibility of the Swimming Chairperson to inform all swimming coaches the Swimming Automatic and Consideration Time Standards in each event for girls and boys each year.

SWIMMING MASTER ENTRY SHEET FOR SECTION CHAMPIONSHIP FINALS

When entries are done electronically:

a. Place swimmers full name, year in school, and time in appropriate event.

b. Each coach is to deliver the completed Master Entry Form, either by "hand", FAX or E-Mail, to the designated site by Noon on the Sunday before the Section Championships.

Sample of above forms may be obtained from your league representative or Swimming Advisory Committee Chairperson.

7.1.9 Current Automatic and Consideration Time Standards (see attachment/ page 10)

7.1.10 Permanent sites for hosting CIF Central Section Finals shall be 50 meter by 25 yd. pools only. This is to insure adequate warm-up and warm-down lanes for the swimmers; plus deck space for the officials to work the meet.  There should also be spectator facilities and swimmer rest areas adequate for large crowds.  (2,000-3,000 people)  The swimming complex should also be equipped with electronic timing system and display boards.

North - Clovis West, Central H.S., Clovis East

Central- Granite Hills H.S., Porterville

South - Cal State University Bakersfield

7.2 Qualifying Procedures for Diving

7.2.1 Each league may qualify twice as many divers as the are schools diving in the league championship meet with no less than 8 divers from a league and no more than 4 divers from a school. To be eligible for the area meet, a diver MUST compete in the league diving finals.(5-06)

7.2.2 All divers will perform eleven dives in League and Section Championships. The dives to be performed during each round are prescribed in Section 4, Article 5 of the Federation Rule Book.  Cuts will follow National Federation Rules.

7.2.3 The top eleven (11) divers plus one alternate from each of the three Area Qualifying Meets will qualify for the Section Championship Meet. The alternate diver will dive only in place of a missing qualifier from that same area. Divers MUST compete in the Area meet to advance to the Section Finals.

7.2.4 Required dives and optional dives may be performed only on the one meter board.

7.2.5 Diving competition will be held one day prior to swimming competition for CIF Central Section Final Meets or same days if competition is on two consecutive days.

7.3 Awards will be in accordance with the CIF Central Section regulations.

7.4 Three-day Valley Meet Format

Thursday:

            Diving-  Girls dive first in odd numbered years.

7.5 Financial reports and meet results must be submitted to the CIF Central Section office by the Meet Director within two weeks after the meet is held. Statement forms will be forwarded to host schools.

7.5.1 Admissions for CIF Central Section Finals

         See Addendum

7.5.2 The entry fee is $2.00 per event per athlete totaling a maximum of $8. Schools not paying the required entry fee by the established deadline, shall be charged a penalty equal to the amount of the school fee (making a payment due of twice the original fee). Host directors should not delay the financials report by waiting for late entry fees. Complete the report, paying the amount the total entry fee should be and collect from delinquent schools later.

7.5.3 Net proceeds from play-off meets shall be divided between the host school and the CIF Central Section 60% to be retained by the host school and 40% to be forwarded to CIF Central Section office.

7.5.4 Loss to be prorated per swimmer, per school.

  EJECTIONS

8.1    Ejections and Appeals

    First ejection

        Any player or coach ejected from a contest or scrimmage for unsportsmanlike conduct will be ineligible for the next CIF contest. The next contest could be the second game of a doubleheader or even the next season of sport. Athletes competing in concurrent sports would be ineligible in both sports.

    Second ejection

         Any player or coach ejected from a contest or scrimmage for unsportsmanlike conduct will be ineligible for the next two CIF contests. The next contest could be the second game of a doubleheader or even the next season of sport. Athletes competing in concurrent sports would be ineligible in both sports.

    Third ejection

         Any player or coach ejected from a contest or scrimmage for unsportsmanlike conduct will be ineligible for the next 365 days. Any appeal must go to the Section Commissioner

 

        APPEALS PROCEDURE- First and Second Ejection

        Unless otherwise specified, an appeal of an ineligibility of a player or coach may be made, in writing, through the player or coach’s site administrator to the Central Section Commissioner or his or her designees for consideration of reinstatement. The Section Commissioner and or his or her designee will convey results to all schools involved. ( Approved by Board of Managers-Apr. 2004)
